Petition to Set up a Commission of Inquiry on Systemic Racism



CONSIDERING THAT systemic racism has the effect of impoverishing, legalizing, stigmatizing and excluding citizens;


CONSIDERING THAT, according to section 10 of the Quebec Charter of Human Rights and Freedoms, "everyone has the right to recognition and exercise, in full equality, of human rights and freedoms, without distinction, exclusion or preference based on race, colour, sex, pregnancy, sexual orientation, civil status, age except as provided by law, religion, political convictions, language, ethnic or national origin, social condition, handicap or the use of any means to palliate such handicap";


CONSIDERING THAT racism infringes upon human rights and freedoms;


WHEREAS the political and legislative means to fight systemic racism are currently unsatisfactory;


CONSIDERING THAT the political and legislative means to fight systemic racism are currently inadequate; CONSIDERING THAT it is therefore urgent to set up a consultation commission on systemic racism;


WHEREAS it is essential that people who suffer the effects of systemic racism, including Aboriginals, be involved at all stages of such a commission;


WHEREAS such a commission must not hinder the immediate implementation of measures to combat all forms of racism;


WHEREAS, as citizens, we must all be committed to understanding and combating racism;


WHEREAS, as citizens, we must all commit ourselves to understanding and fighting racism; We, the undersigned, call on the Government of Quebec to create a consultation commission on systemic racism.
